The Qingdao Innovation and Development Base (hereinafter referred to as the "Qingdao Base") is jointly built by Harbin Engineering University and the People's Government of Qingdao City. It is a teaching and research Institution of Harbin Engineering University, located in the University Town of  Guzhenkou Integration Innovation Zone in the Qingdao West Coast New Area, with the Yellow Sea to the east and Dazhu Mountain to the west. The base is constructed in accordance with the concept of "a century-long campus, overall planning, phased implementation, and simultaneous construction and teaching." It covers an area of 2,000 mu, with a planned construction area of over 1.4 million square meters. The first - phase project, with a construction area of 370,000 square meters, has been completed and put into use, and was officially launched in September 2021.

The Qingdao Base focuses on cutting-edge interdisciplinary Specialized fields such as marine development, marine new materials, marine acoustic technology, marine unmanned systems, marine intelligent power systems, and marine intelligent robots. It currently offers 14 academic disciplines and majors, including marine science, materials science and engineering, power engineering and thermophysics, and naval architecture and ocean engineering design and manufacturing. The Qingdao base employs more than 300 faculty members, including 5 foreign academicians and 37 talents at the provincial and ministerial levels or above. It has accumulated research funding of 754 million yuan, with 35 national natural science fund projects, 72 provincial and municipal fund projects, 18 national key research and development plan projects (led or participated in), and 13 research projects with funding of more than 10 million yuan. The base is equipped with over 6,000 sets of teaching and research equipment.
