Qingdao Municipal Government and Harbin Engineering University jointly co-build Qingdao lnnovation and Development Base of Harbin Engineering University (hereinafter it is referred to as Qingdao Base) to actively participate in the national marine power strategy and the development blueprint of blue-marine economy in Shandong Peninsula. The Qingdao Innovation and Development Base is located in the the University Town in Guzhen Kou Integration Innovation Zone in the picturesque Qingdao West Coast New Area, with the Yellow Sea to the east and Dazhu Mountain to the west, covering an area of 2000 mu with a planned construction area of more than l.3 million square meters. The first phase of the project, covering 350 thousand square meters, has been completed and put into use now.

Docking the strategy of becoming a maritime power and leveraging the unique advantages of the school’ s “the Three Seas and One Core”, Qingdao Innovation and Development Base lays out 8 first-level disciplines in marine science, strengthens basic research and focuses on achieving breakthroughs in the "3+l" fields, covering the wave field theory under extreme marine environment, the theory and method for the measurement of the low frequency acoustic field in the deep field, the theory and technology about underwater distributed cooperative system, new technology on marine sensor, etc.Relying on grassroots academic organizations such as theInstitute of Marine Environment and ExperimentalResearch, the Institute of New Marine Sensors, theInstitute of Advanced Marine Materials, and the Instituteof Marine Information and Systems, the Qingdao Base has determined several interdisciplinary directions such ascluster communication and intelligent collaboration ofunderwater systems, underwater intelligent material andstructuring, marine information transmission and securitytechnology, and marine information processingtechnology and systems, and has built two platforms of Underwater Intelligence Research Institute andInternational Joint Research Center forNanophotonics and Metamaterials, laying out multiple cultivation directions to improve the original innovation ability, core research capability, and international academic influence. The future goal is to make theQingdao Base a bridgehead for school to align with national strategies, an experimental field for comprehensive school reform, the vanguard of high-quality development in the school and a new highland to attracthigh-level innovative talents to better support the nationalstrategy and the development of ship and marine industries.
